The Ministry of General Administration has begun the process to transfer civil servants. Deputy Spokesperson at the Ministry, Nanda Raj Gyawali, said the Ministry had begun the process after the meeting of the Council of the Ministers on Thursday amended the regulations regarding this. He added that the Ministry was likely to complete the transfer by upcoming Friday. We were studying applications received by the Ministry seeking transfers. The implementation of the civil service transfer calendar was delayed by a month due to the recent government change and the Cabinet decision approved the new calendar through amendments. As per the revised calendar, inter-ministerial transfer shall be carried out by mid September, and the ministry-level and departmental-level transfer shall be completed by October 1 and mid-October, respectively, according to Gyawali. About 3,200 civil servants from across the country have filed the applications for the transfer this fiscal year.

Nepalis living in Ireland and Irish nationals, Nepal Ireland Day was celebrated in Dublin, Ireland on Saturday. The function was organized to mark the 17th anniversary of the establishment of diplomatic relations between Nepal and Ireland.The function was also attended by the Mayor of Ireland’s Capital City, Irish lawmakers and officials from Ireland Foreign Ministry. A doctor at an Apollo hospital in Gujarat’s Gandhinagar has been arrested for allegedly raping a dengue patient in the ICU earlier this week.The 21-year-old woman, who was admitted to hospital on Saturday, was allegedly r@ped by the doctor and a hospital worker on two days, in a section of the hospital where visitors have restricted entry.She was allegedly assaulted first on Sunday, when the doctor, Ramesh Chauhan, 28, was on the night shift.She has alleged that she had been given some drug before being raped, so she could not fight back. The ward boy who allegedly participated in the crime has also been arrested.A medical examination has confirmed that the young woman was raped.The police say she was heavily drugged and managed to reveal what had happened only yesterday, in a letter to her uncle.”We are fully cooperating with the police. Since the investigations are, we would not like to comment on the incident,” Sandeep Joshi, an official at Apollo Hospital, said.The accused doctor is a Pakistani national who is on a work permit in India since last year.He was granted a long term visa since his relatives are based in Ahmedabad

UCPN (Maoist) Vice Chairman Narayan Kaji Shrestha has urged the ruling parties to prepare a favourable environment conducive for talks. It is the responsibility of ruling parties to create an environment for meaningful and result oriented talks. Zika is spread in bodily fluids. The main risk of catching the disease is from infected mosquitoes via bites. Previously, WHO had said men without symptoms only needed to use condoms or abstain from sex for eight weeks as a precaution against spreading Zika. According to experts, once a person has been infected, he or she is likely to be protected from future infections. Many people infected with Zika won’t have symptoms or will only have mild ones – a fever, rash and muscle/joint aches. Zika in pregnancy is the major concern because the virus can damage the unborn child. Brazil has been the hardest-hit country in terms of Zika infections and there were some concerns about hosting the Olympics there for this reason. There have been no reports of confirmed cases of Zika virus among people who attended the Games, both during and since their return. According to the WHO, 11 countries have reported cases of sexually-transmitted Zika. More than 60 countries and territories have continuing Zika transmission from local mosquitoes. Public Health England said it was reviewing the WHO’s new advice and would change its own guidance if necessary. It said the risk to people in the UK remained very low.

A 16-old-girl who was allegedly kidnapped by her two Facebook “friends” from near her house in Panaji, was rescued within hours, Goa police said on Tuesday.

After the rescue operation last night, the Goa police nabbed two persons. While one of them Shabbir Babasaheb Sayed (21) was arrested, the other one, a minor boy, was sent to a state-run juvenile home.

“The college-going girl was kidnapped in a white car and we rescued her within three hours. She has been handed over to the family,” Porvorim Police inspector Jivba Dalvi, who headed the rescue operation, told PTI.

The duo connected with the girl through social networking site Facebook. On Monday, they asked her to meet near her house in Porvorim locality and abducted her.

As the girl did not return home, her family lodged a missing complaint, the police said.

Dalvi said police printed photos of most of her Facebook friends and showed to some informants who confirmed the girl was seen near her house with two of them.

Acting on a tip-off, police combed the entire locality and traced the location of the duo. “The duo was still travelling with the girl when they were nabbed in Porvorim,” he added.

The police have sent the girl for a medical examination at Goa Medical college and Hospital.
