Is it true that Hello Sarkar addresses 54% of public complaints ?

The Prime Minister’s Office (PMO) has claimed that Hello Sarkar, a public service initiative launched by Prime Minister Baburam Bhattarai a year ago has managed to address more than 54% of the public complaints. PM Bhattarai had launched Hello Sarkar to address public grievances. Citizens were allowed to call the hotline or send email, fax or letters to Hello Sarkar to file public complaints with the government.
